At the last few GameJams, I've seen an increase in the use of RAD game tools, some of them even being developed by the participants themselves.
I thought I might collect a list of those tools here. The main criteria for being in this list, is that they don't require programming in a traditional computer language. Data Flow / Diagram languages are ok...

Ren'Py seems a popular python based game maker.
There is a major one right now called pygame. I have been working with it for a while, and it does everything I need short of 3D - it can be done, it is just difficult. There is another one called VisualPython which takes care of the 3D part, but not game creation.
Have you considered Blender (www.blender.org)? In addition to being used to create the 3D content itself, you can tie that content directly into the built-in game engine using visual "logic bricks" such as "sensors", "actuators", and "controllers" that handle the logic. If you want, Blender is also scriptable with Python, too. :-)
Scirra Construct has integrated Python scripts!
Thanks for the resources! Working with the shootemup right now... great to help the interns learn new aspects of game programming at our company.
A bit late but you should have look at the FIFE engine
